  • Florida Housing Finance Corporation Announces Application Deadline for Three Hardest-Hit Fund Programs


    TALLAHASSEE, FL - Under the leadership of Executive Director Trey Price, Florida Housing Finance Corporation (Florida Housing) has distributed funds allocated for three programs in Florida’s Hardest-Hit Fund (HHF) two years ahead of schedule. The Unemployment Mortgage Assistance Program, Mortgage Loan Reinstatement Program, and Principal Reduction Program were originally scheduled to end in 2020. Qualifying homeowners may continue to apply for assistance through these programs until January 31, 2018.

    As of November 30, 2017, 46,908 Florida families have received assistance through HHF programs, and Florida Housing has disbursed 89.81percent of the $1.135 billion received from Treasury.
    “Florida Housing is pleased to have positively impacted the lives of more than 46,000 Floridians and helped them save or buy a home,” said Price, who joined Florida Housing in March. “We are focused on providing housing solutions, and distributing these funds in an efficient and effective manner.”
    Homeowners who qualify may apply for mortgage or principal reduction assistance from these three HHF programs until the January 31, 2018, deadline. Applications received on or before the deadline will be processed.
    Those Florida HHF programs are as follows:

    • Unemployment Mortgage Assistance Program (UMAP), which provides up to 12 months of payments (with a cap of $24,000) to assist homeowners who are unemployed, underemployed or have suffered a financial hardship due to death, divorce or disability.
       
    • Mortgage Loan Reinstatement Program (MLRP), which provides up to $25,000 assistance to reinstate a delinquent mortgage.

    • Principal Reduction Program (PR), which provides up to a $50,000 principal reduction for homeowners who are underwater on their mortgage.

  • Florida Housing Updates Down Payment Assistance Program Terms


    TALLAHASSEE, FL - Florida Housing Finance Corporation (Florida Housing) is announcing updates to the Florida’s Hardest-Hit Fund Down Payment Assistance Program (HHF-DPA). This federal program, which currently provides up to $15,000 in assistance, will change terms in December. The program was implemented to prevent foreclosures by stimulating home purchase activity and stabilizing neighborhoods in certain counties that demonstrated high levels of housing market distress.

    HHF-DPA has assisted first-time homebuyers in 11 of the following counties with down payment and closing costs: Brevard, Clay, Duval, Hillsborough, Pasco, Pinellas, Orange, Osceola, Polk, St. Lucie, and Volusia.

    “Florida Housing will have provided more than 20,000 Floridians over $300 million in assistance through the HHF-DPA,” said Trey Price, Executive Director for Florida Housing. “We remain committed to increasing affordable housing opportunities throughout the state and look forward to serving homeowners and buyers through our many other programs.”

    Florida Housing will continue to offer up to $7,500 in down payment assistance to eligible homebuyers through its statewide Homebuyer Loan Programs. In addition, interested homebuyers can reach out to their local Housing Finance Agency for other down payment assistance options.

  • Florida Housing Announces Wind Down of Three Hardest-Hit Fund Programs

    Distributes Funding Two Years Ahead of Schedule


    TALLAHASSEE, FL - Florida Housing Finance Corporation (Florida Housing) is announcing the wind down of three of its federal Florida Hardest-Hit Fund (HHF) programs, including the closing of the application portals on January 31, 2018. Currently, Floridians who are unemployed or underemployed through no fault of their own, have suffered a financial hardship due to death, divorce or disability, or who owe more on their home than it is worth may apply for this federal assistance through the following programs:

    • Unemployment Mortgage Assistance Program (UMAP), which provides up to 12 months of payments (with a cap of $24,000) to assist homeowners who are unemployed, underemployed or have suffered a financial hardship due to death, divorce or disability.
    • Mortgage Loan Reinstatement Program (MLRP), which provides up to $25,000 assistance to reinstate a delinquent mortgage.
    • Principal Reduction Program (PR), which provides up to a $50,000 principal reduction for homeowners who are underwater on their mortgage.

    “Florida Housing is pleased to have helped tens of thousands of eligible homeowners stay in their homes and stabilize local housing markets,” said Trey Price, Executive Director for Florida Housing. “Although the Florida HHF programs were originally slated to conclude by December 2020, we were able to meet the needs of struggling homeowners ahead of schedule.”

    As of October 31, 2017, 45,546 Florida families have received assistance through HHF programs. Distributing the funds two years ahead of schedule, Florida Housing has disbursed 87.7 percent of the $1.135 billion HHF funds allocated by the US Department of Treasury (Treasury).

    With the additional rounds of funding from Treasury and by Florida Housing decreasing administrative costs, over $32 million in additional funding was allocated to the programs to better serve the people of Florida.

    Florida’s innovative HHF programs have assisted in the recovery from the housing crisis since the program’s inception in 2010. A report by CoreLogic® shows that from April 2011 to August 2017, Florida’s foreclosure rate has drastically decreased from 12.47 percent to 1.20 percent, and the state’s unemployment rate during the same timeframe went from 10.10 percent to 4 percent.

  • Florida Housing’s Board Approves Using Resources for Hurricane Recovery
    Focus to be placed on housing crisis in Florida Keys

    TALLAHASSEE, FL
    - This morning the Florida Housing Finance Corporation (Florida Housing) Board took action to direct available state and federal resources to assist the areas impacted by the recent hurricanes. The directive, led by Chairman Barney Smith of Jacksonville, will allow available multifamily resources, as permitted by law, to target impacted areas, with a priority to fund developments in the Florida Keys.  The Board unanimously approved the motion.

    Florida Housing staff will work in the coming weeks towards evaluating the resources that could be available in response to the directive and to the Corporation’s mission, while awaiting FEMA damage assessment data.  Recent applications, which include developments proposed in the Florida Keys, will be assessed to determine how many could be funded.

    “Florida Housing’s role in times of disaster is to provide long-term housing solutions to the state,” said Trey Price, executive director for Florida Housing. “Today, the Board expressed their commitment to those impacted by the storm and, as always, we are glad to be a part of the solution.”

    The motion is timely to the Legislative discussion in Tallahassee this week surrounding the impact to housing in the state from the recent storms. In addition, Florida Housing’s Executive Director and senior staff will be traveling to Monroe County next week to meet with state and local officials to assess damage and housing conditions there.

  • STATE AFFORDABLE HOUSING WORKGROUP SEEKS PUBLIC INPUT

    Public Comments Welcome on Addressing Affordable Housing Needs in Florida


    TALLAHASSEE, FL- The State’s Affordable Housing Workgroup continues to seek input from the public on addressing affordable housing needs at its meetings. The next meeting will be held on Monday, October 30, 2017, from 10:00 a.m. until 6:00 p.m. at the Miami Airport Marriott located at 1201 NW Le Jeune Road. This will be the third of four scheduled meetings.

    During its regular 2017 session, the Florida Legislature created the Affordable Housing Workgroup to develop recommendations to address the state’s affordable housing needs. The Workgroup is composed of 14 diverse members from across Florida.

    “Public input and feedback is an important component to developing and creating policies that will improve the delivery and access to affordable housing in the state,” said Trey Price, executive director for Florida Housing and chair of the Affordable Housing Workgroup. “We encourage the public to submit their comments and look forward to hearing those ideas.”

    The workgroup recommendations must be presented to and approved by Florida Housing’s board of directors prior to submitting a final report with the approved recommendations to the Governor, the President of the Senate, and the Speaker of the House of Representatives by January 1, 2018.

  • TALLAHASSEECreated by Gov. Rick Scott and the 2017 Legislature to help develop recommendations to address the State’s affordable housing needs, the Affordable Housing Workgroup will convene the first of four scheduled meetings tomorrow. Per the legislation, the Workgroup will be chaired by Harold L. “Trey” Price, executive director of Florida Housing Finance Corporation (Florida Housing); also, Florida Housing will provide administrative support to the group.

    “Quality of life starts with housing – and finding decent, safe affordable housing is, again, a top issue for our communities,” Price said. “I’m excited to get started tomorrow and to hear great ideas from stakeholders and citizens on how to make housing more available to a broad cross-section of Floridians – from those in the workforce to the elderly and to persons with special needs,” he added.

    The Workgroup recommendations must include, but are not limited to, the following

    • A review of market rate developments;
    • A review of affordable housing developments;
    • A review of land use for affordable housing developments;
    • A review of building codes for affordable housing developments;
    • A review of the State’s implementation of the Low Income Housing Tax Credit;
    • A review of private- and public-sector development and construction industries;
    • A review of the rental market for assisted rental housing; and
    • The development of strategies and pathways for low-income housing.


    The Workgroup is required to submit a report of recommendation to Florida Housing’s Board of Directors, and then to the Governor and Legislature by December 31, 2017.

    The group’s first meeting is scheduled for Wednesday, August 30, in the Senate Office Building, Room 110, in Tallahassee. The meeting will begin at 10:00 a.m. and conclude at 6:00 p.m. Appointments to the Workgroup are as follows:

  • Event Detail:TALLAHASSEE, FL—Today, Florida Housing Finance Corporation (Florida Housing) launched its re-engineered website. The new site will deliver an enhanced user experience to better provide information about the Corporation and its many programs to the public.

    We are excited to see this website redevelopment project come to fruition today,” said Harold L. “Trey” Price, Executive Director for Florida Housing. “Staff worked long and hard to deploy a new website that integrates all areas of the Corporation to better showcase the good work that we do.

    Florida Housing’s website, www.FloridaHousing.org, features representations of the populations served by rental housing development and homeownership programs it administers. The site is organized in a more intuitive way that is much easier to navigate than its predecessor. For example, a prospective first-time homebuyer can visit the homepage and scroll down to the first colored block that says “Homebuyers and Renters.” The menu underneath says “Homeownership Programs Wizard,” which when clicked, immediately connects the user to the website application that helps them learn about the Corporation’s homebuyer programs, including available low-interest, fixed-rate mortgages, down payment/closing cost assistance, and lenders and Realtors® approved to work with Florida Housing’s programs.

    The site is also compliant with the federal laws and guidelines, including the Americans with Disabilities Act (ADA) and Section 508 of the Rehabilitation Act. Users who are visually impaired can convert the site to high-contrast viewing, and the text can be sized up or down, per the needs of the user.

    Using the embedded Google® translation tool, the website can be translated into more than 30 languages at the click of a button. This is a very important feature for the diverse population of Florida, which includes citizens whose primary language is one other than English.

    “We live in a world where a strong presence on the Internet is so very important,” Price said. “The website is a significant part of our efforts to communication and interface with our stakeholder audiences. The improvements we have made will help Florida Housing keep pace with an ever-changing affordable housing market, while speaking to the needs of renters, prospective homebuyers and developers of affordable housing,” he said.

  • TALLAHASSEE - At its meeting this morning, Florida Housing Finance Corporation’s (Florida Housing) Board of Directors approved the appointment of Harold “Trey” Price as Executive Director for the Corporation. Price was presented to the Board by Florida Department of Economic Opportunity (DEO) Executive Director Cissy Proctor as her top choice for the position.
    “I am confident Trey Price’s experience and leadership are the right fit for Florida Housing Finance Corporation and its Board, as well as the State of Florida,” Proctor said. “I look forward to working with him to continue leading the agency in its mission to increase affordable housing opportunities in Florida.”
    Board Chairman Bernard “Barney” Smith said that Price has been a great partner with Florida Housing in lobbying for the allocation of housing trust fund dollars for affordable housing in the state. “The Board welcomes Trey to the Corporation and looks forward to his leadership as we continue to do our good work moving forward,” Smith said.
    Price launched Price Point Strategies, LLC, in 2015 after working more than 14 years at FloridaRealtors®—the state’s largest trade association—as a Public Policy Representative. In this capacity, he served as the liaison to Florida Housing, regularly communicating and interacting with leadership to help ensure issues regarding affordable housing were considered and included in critical discussions. In 2010, Price was instrumental in passing legislation that removed the cap on allocations from the state’s housing trust funds to finance affordable housing statewide. Additionally, he worked to pass dozens of notable and beneficial real estate-related laws, and prevent passage of laws that would damage Florida’s real estate industry and consumers.
    A second-generation Floridian, Price is a native of Okeechobee, and received a bachelor’s degree in political science and government from the University of Central Florida. He replaces former head of the Corporation, Steve Auger, who resigned in January.

  • Tallahassee, FL – Today, Florida Housing Finance Corporation (Florida Housing) announced that it will pursue a ban on affordable housing development company Pinnacle Housing Group (PHG) from applying for or participating in any funding programs administered by the Corporation. This comes following the filing of a settlement agreement in federal court by the United States Attorney (US Attorney) in which DAXC, LLC—a subcontractor company with most of the same principals as PHG—admitted to wrongdoing, resulting in the principals of the company knowingly obtaining excess federal funds from the Low Income Housing Tax Credit (LIHTC) Program. The length of the ban is yet to be determined.

    “The Board has the administrative ability to ban principals and affiliated companies from receiving any federal or state funding from the Corporation in the event either has engaged in misrepresentation regarding our programs,” said Bernard “Barney” Smith, Chairman of the Board of Directors. “And, we expect to authorize the Corporation to take legal action against the principals of DAXC.”
    Regarding misconduct by low income housing developers, Assistant US Attorney Michael R. Sherwin said “such conduct will not be tolerated and those who abuse this critically important program will be prosecuted and punished.” Sherwin has acknowledged Florida Housing’s critical role in assisting the federal government in cases where there has been developer misconduct: “… Cooperation among state and federal agencies is not aspirational and will provide positive results when quality people are committed to a worthy mission,” Sherwin said.
    Per the filing, the US Attorney determined that DAXC was set up to inflate the construction costs of four low-income housing contracts from 2009 to 2011 to obtain $3.1 million of excess federal funds that went for the personal benefit of the principals associated with DAXC and its affiliates. Specifically, inflated amounts for concrete shell work were included in itemized construction contracts submitted to Florida Housing’s representatives.

    Starting in 2013, Florida Housing began prohibiting subcontractors affiliated with the developer or general contractor from involvement with developments awarded funding through the Corporation. Florida Housing is currently engaged in the rule-making process that governs funding programs it administers, including further strengthening this prohibition.
     2.To assist a homeowner(s) who has returned to work or recovered from unemployment or underemployment, the Mortgage Loan Reinstatement Payment (MLRP) Program will provide up to $25,000 as a one-time payment to help satisfy all or some of a delinquent first mortgage.
    “One of our main priorities is to ensure that all applicable federal and state rules and laws are followed,” said Ken Reecy, Florida Housing’s Interim Executive Director. “We worked closely to assist officials from the US Attorney’s office and appreciate their efforts to help identify misuse and abuse of a program that is vital to providing low-income citizens of this state with affordable options for safe and decent housing. Florida Housing is committed to our mission, and will not hesitate to impose sanctions against those individuals and entities who commit misrepresentation in our programs.”
    Per settlement documents, DAXC will pay a monetary penalty of $1,000,000 in addition to forfeiting more than $4.2 million to the federal government.
