Background
Florida Housing, in conjunction with the Florida Department of Community Affairs (DCA), has applied for U.S. Housing and Urban Development (HUD) Neighborhood Stabilization Program 2 (NSP2) funding with the intent to assist local governments, community development organizations, housing providers and other stakeholders statewide to address the stabilization and revitalization of neighborhoods and communities that HUD has targeted as being significantly affected and at risk due to factors related to the national and state's economic downturn and foreclosure crisis.
Census Tract Data
The State has applied for $300,000,000 in funding to provide for stabilization and revitalization opportunities for housing in any NSP2 census tract that has received a HUD risk score of 18 or higher throughout the state. This includes a majority of census tracts in Florida, and it is where over 87 percent of Florida’s population resides. Of the 3,154 total census tracts in Florida, 2,636 (83 percent) census tracts have a risk score of 18 or greater for foreclosure and/or vacancy problems (2,439 have a foreclosure score of 18 or greater and 1,143 have a vacancy score of 18 or greater). In some census tracts, these problems overlap.

Proposed Plan & Strategies
Proposed strategies include: down payment assistance and mortgages with homebuyer counseling for homebuyers to purchase rehabilitated foreclosed homes; funding for non-profit and for-profit developers to acquire and rehabilitate foreclosed homes and apartments for homeownership and rental housing, including provisions for families with special needs and extremely low income households; funding to non-profit entities and local governments to establish land banks for future use as affordable housing; and demolition of blighted structures and redevelopment of these properties to create new affordable homes and apartments.

Rehabilitation Standards - New!
Rehabilitation Standards will be used for family and multifamily housing funded under NSP2. The standards incorporate accessibility, energy efficiency and green standards. The standards for each property and/or dwelling unit are based on the feasibility and viability for the type or level of rehabilitation and/or product replacement required.

Public Meetings Information
Although HUD has not yet selected the NSP2 awardees, Florida Housing is holding telephonic public meetings, November 2-4, 2009, to be prepared to implement its proposed strategies if the State of Florida NSP2 Consortium is awarded funding.
